SASO has listed a category of items imported to Saudi Arabia under technical regulations. These products must adhere to the quality specifications and safety standards SASO sets. For seamless customs clearance, all regulated products need a SASO Product Certificate of Conformity. Importers must register on the SABER platform and request a SASO-notified certification body like Complia to issue their products’ Product Certificate of Conformity (PCoC). It must be noted that a PCoC is applicable for one year for a product. Importers are required to submit documents as asked by the certification body. Once the test reports and other certification documents are out and comply with the technical regulations set by SASO, a Product Certificate of Conformity is issued by Complia through the SABER platform.
It is necessary to present the Product Certificate of Conformity, also known as the PCOC, to verify that your products have been registered inside SABER and comply with any relevant Technical Regulations. After it is issued, the PCOC has a validity period of one year.The responsibility of initiating the process to acquire a PCOC lies entirely with the importer.
It is impossible to acquire a Shipment Certificate of Conformity (SCOC) if the PCOC registration has not already been completed. On the other hand, a SCOC is necessary to clear customs for every Shipment.
Every consignment that reaches the port of Saudi Arabia requires a Shipment Certificate of Conformity for customs clearance. Every consignment is bound to adhere to the regulations and guidelines set by SASO, and a SCoC is the technical proof of the same.
It is to be noted that all products (regulated and non-regulated) must have a Shipment Certificate of Conformity. The certificate is valid per consignment. Complia asks for valid documents before issuing the SCoC for the consignment. The Shipment Certificate of Conformity is issued through the SABER platform once the test reports and other certification documents are satisfactory and in compliance with SASO regulations.

Items that are seen as ‘risky’ require the PCoC to confirm their compliance with SASO’s quality and safety standards. All these products fall under SASO’s technical regulations due to their risky nature.
Additional Certificates:
Certain products, such as showers, faucets, and specific electrical or electronic items, may need additional certificates like the IECEE Recognition Certificate or Water Efficiency Label Certificate. These certificates serve the same purpose as a PCoC but are specific to certain items.
The Shipment of Conformity (SCoC) is a mandatory certificate for all exports (inclusive of non-regulatory) to Saudi Arabia. This certificate is crucial for a smooth customs clearance process.
Declaration Form: If your products are categorized as low risk by SASO and are not subject to technical regulations, you can proceed with a simple declaration form submitted by the importer. PCoC is not required for these non-regulated items, but you still need the SCoC for customs clearance.
Note: A PCoC is valid for a year and a SCoC is only valid per shipment. Every time you’re sending a shipment you will need to file for a new SCoC.
